transmit to you herewith, to be laid before the Secretary of

State for the Colonies a copy of a further despatch from His
Majesty's Chargé d'Affaires at Lisbon on the subject of the
opium traffic with Macao.
Mr. Secretary Harcourt will observe that the Portuguese
Director-General of the Colonies expresses a desire to be
informed whether the limit on opium importation fixed in the
Hongkong contract can be, or has been, exceeded.
